This listing is for the lens only. Unfortunately, my mom threw away the box, hood, and the lens cap (I'm not kidding, wish I was!). The warranty card and the lens bag are in my possession.
I treat all of my lenses with great care, so even though it doesn't come with the aforementioned accessories, it's been extremely well kept in my photography bag.

the paypal statement is incorrect, if either the buyer or seller are shady then you shouldn't do it. If it were against the rules, they certainly would not have a "payment owed" option.
I'll be honest and say I haven't looked into it too deeply. I was concerned when I sent Scott a payment two months ago as a gift, after reading their documentation. There's nothing they can do if you buy something and pay it as a "gift."
Everything came though, though, so it was fine. I'm just suggesting that people do it. To each their own.
