I believe it was a complete tear down as far as can be completely so i think it's in good nick still I don't think it's ever going to be completed as this project is also already a long ongoing thing if I'm correct.
Chandler has been joking about buying that aircraft as the price drops. Even if you could spring for it initially, I can't even imagine what the hourly $$$ would be. Think I'd rather a Mustang.............or $3M.

The F-4 was one of the most expensive fighters to operate. If I recall, the F-4 (USAF) ran 39 man hours for each flight hour. I think the F-16 was less than half that and the T-38 less. No wonder the USAF Thunderbirds dumped the F-4 for the T-38 during the oil crisis in the '70s.
I loved working the F-4. It is my favorite fighter. Not that it was the perfect all round fighter/bomber/recce, etc. But it just looked cool and sounded mean. It took 10 years, but I finally got my wish and I loved it.

During a war (even in peace time), efficiency/fuel consumption/OPex are the least to care about

Did you catch that it isn't totally restored? I'll bet you'd sink another million or two into finishing the job.
The running joke when I was in the Navy that the airspeed indicator and fuel indicator used to move in opposite directions in about the same amount. Good old clean air converter; I love that plane!
