Yes. The anti-flicker is designed to work with a mechanical or half-mechanical shutter. On the A7C, the anti-flicker setting won't even allow itself to be set if silent shooting (full electronic) is the selected shutter mode.
The A9 doesn't have flicker/banding problems because its sensor's scan rate is quick enough to avoid them. This is one of the ways in which the A9 is a transparent general use camera. It's fast scan rate avoids lots of problems and its autofocus capabilities get lots of well-focused images in all settings -- not just sports. It is my preferred camera body in terms of its capabilities, but I wish its image qualities were just a touch better -- not that they are bad. They are just not quite what the A7III or the A7C can do.
