Made me think of the image below. Actually, Instagram is not a great medium for this type of thing — no one looking at my series there has reacted to the series as as a whole: If you have a reaction I'd be most interested in knowing that.

Right? Holding a baton, has at least two sidearms and packed like he's going on a raid. Some of those tattoos look like they have been covered up/inked over to hide what they were. And this is at a car show!

The pistol-like weapon on the front panel of his vest is a “Conducted Energy Device,” a.k.a. Taser. I was required to wear a Taser, for a number of years, but, on my duty belt, rather than on the vest, as he is doing. A pistol-shaped Taser is something I never learned to like.

I think it is a flashlight ... holding it to put back into the holster ... after using it to get a good look under the hood, or the suspension under those dark wheel wells, on some sweet ride.

I think that you may well be correct. I was not sufficiently certain to comment, so did not say anything. Until relatively recently, there only three big players in the police/security/tactical light market, making them easy to recognize, but that has changed, in recent years, and, I do not recognize this one. The image does not have enough resolution for me to read the lettering.
Of course, a heavy, metal-bodied light can certainly be used to thump something, so, might be in-hand during an incident. His actual demeanor indicates a relatively calm moment.
The “tactical look” is something that has evolved much, since I retired from police work, in early 2018. It has become much more normalized for patrol officers in much of the USA to dress as we see in this image, for normal duties.
