Vertical would get my vote. Those wonderful vert lines, the scale are better emphasized in the vertical image and more of the buildings give more context. Those arrows pointing up kinda stopped by the horizontal rectangular windows create a wonderful tension. Then there are those silhouetted human forms that also add to the mystery along with the reflection. And the wonderful cool warm color thing happening. I say vertical all the way on this killer image.
