Yes, I do think that a 4 x 5" film and scan would make a significant difference!
Having said that, a lot comes down to good resolution and the quality of the sensor and lens used; the photographer's skill and technique i.e. the quality of the originals; AND the photographer's post-processing skills! A $1,000 DSLR in the hands of a highly skilled photographer will get you better images than a 4 x 5" camera in the hands of a less skilled photographer.
