p.4 #1 · Leica Monopan 50 – the new black and white 35mm film from Leica
In a video review of the film there is a glimpse of the exposure guide inside of the box. There is also a development guide and the first three developers are Adox HR, Adox FX-39II and Adox XT-3. Maybe a hint to who is making the film.

I was going to say off the bat that this seems like Adox HR50 but that film does not like move commercial lab developers. Maybe Leica will insist that they develop it somehow.... which I think isnt a bad idea considering their clientele.

Just doing a search for Adox, Scala, Adox Scala, Adox 50 HR…there doesn’t seem to be much interest aside from some posted images and this thread. I’m guessing that these films prefer developers that aren’t widely used and so many avoid there use.

I saw Japan Camera Hunter complain on Facebook that his repeated attempts at convincing Leica to work with him for a (co-branded?) film failed miserably. Wouldn't we all have loved to use some expired security camera film?

Yeah, you need to use their own developer for 50 HR. If I need to minimize grain that badly while working slow I'll just use medium format.
I have a bunch of Adox 100 chs ii but I have even more NOS Agfa APX 100, which is very similar to Scala. Both work great in Rodinol or Xtol which are my soups of choice.

Back with Tech-Pan/2415, cold C-41 developer at 20'C worked well as a substitute for Kodak's official Technidol liquid ( then normal B&W stop plus fix rather the C-41 blix and stab ). I suspect HR-50 will be similar.

I wonder why Leica would not want him to be a middle man between them and expired film?
