I wouldn’t think to use any 2.0 TC on a zoom lens. However, with my A9 the Sony 2.0 TC on my Sony 400GM is a splendid combo-800mm F5.6. I have experience with CaNikon TCs and Super Teles and the Sony combo (above) is better.
IQ is very good as well as AF. It might even be that technique and field conditions (for 800mm) are the limiting factor and not this Sony lens/TC.

Yeah, 2xTCs on zoom lenses are mostly a no go. However, there are some select combos that I've been happy with over the years:
Canon 70-200 f/2.8 IS II and 2xTCIII: good but not as good as the 100-400II so little point and I stopped using it once I had the 1-4.
Canon 200-400 f/4 with 2xTCIII: This was fairly impressive...I even used it with the internal 1.4TC flipped in for a MF 1120 f/11 solution (but not often). Most times I opted to just use the combination of internal and external 1.4TCs for more versatility of 280-800 f/5.6-f./8 instead of restricting the focal length to 400-800 f/8 with the 2xTC.
Sony 100-400GM and 2xTC: Great combo on the A9 (haven't tried on other bodies)..excellent AF for non-BIF...sometimes okay for BIF...IQ great when AF succeeds.

The consensus I've read is it doesn't do well on the 70-200/2.8 GM which is surprising as you'd expect it to do better on an f/2.8 zoom lens. Of course the upcoming 400 f/2.8 GM will support it and I'm sure will be excellent as even Nikon's often criticized 2xTC works very well on their 400 2.8.
The limitation with the 100-400GM and 2xTC is that PDAF is only supported on the A9. CDAF would be what the A7 series cameras would use and I'm not sure how well the AF would be. On the A9 it feels almost as fast as the bare lens but I do notice a bit more inconsistency in a long burst of shots compared to the bare lens and the 1.4TC which rarely miss a shot in a burst.
