Doubtful considering it is the exact resolution with the same dual pixel tech as the 70D sensor. Most likely just smoothed over (similar to 5D2 to 5D3 or 5D3 to 6D) to make high ISO more palatable. If Canon had fixed the low ISO dynamic range problems they would be bragging about that too.

Car manufacturers can advertise their "all-new 2015 Brandenburg Banshee" even when it uses the same engine, transmission and drive train as last year's model.
I doubt if we will ever know exactly, from an in-depth engineering perspective, what components and technologies in the sensor are new to Canon, which ones were borrowed from the 70D or from other Canon cameras. Not that any of that really matters to us as photographers.
Does the 7D Mk II have Exmor-like high dynamic range at low-ISO's? If it did, I would think they would be advertising that. Is it exactly the same sensor as that in the 70D? Per Canon, no, it is not.
As others have said, and per the Canon information on the 7D Mk II sensor, it sounds like Canon is going after better, lower-noise high-ISO performance with the technology improvements they have made with the 7D Mk II sensor.
While its true that this is an opinion, it seems likely to me to be closer to the mark than "pie in the sky hopes". We'll see. If the sensor was a dramatic improvement, I would think that this point would be a major emphasis in the Canon 7DII propaganda. But, it does not appear to be so. Only time will tell.

Possible that they also left out the algorithms for better high ISO performance...not sure about it. But since they need to improve in something there, that's likely their only option. Check the dpreview review to see that it is a 70D sensor variant. I suspect that it still relies on the old 0.5 micrometer process generation which Canon uses now since many years (whereas Sony is at 0.18 micrometer or less).

I am not talking about 7DMKII but in general. imo, DR should be long to performing list so consumer can weight the merchandise among the other product. Photographic nutrition facts is sometime handy than waiting for the review.

I had an opportunity to schlep a 7D and a 70D on a trip, and use them side-by-side.
The 70D was markedly better then the 7D. Cleaner images, less noise.
I ended up keeping the 7D and selling off the 70D simply due to the controls. I was used to the prosumer/pro layout, and the Rebel-like layout of the 70D was just a hassle.
So Canon tweaked the 70D sensor a bit more before dropping it into the 7DMII body, along with more corss-type focus points, and a higher frame rate.
And we're complaining? Geez, some of you guys would complain about the weight of a gold bar.
My guess is it will be marginally better than the 70D sensor. Canon seems to introduce subtle but measurable improvement with each new iteration of their sensors. while it's still mostly the same sensor, they do get a little bit better with each new camera they are put in. Example, the 7D vs the EOS-M. Same 18mp sensor that Canon has put in a million cameras, but the images coming out of the M were definitely cleaner and sharper than what I got out of my 7D.
Just don't expect Sony/Nikon dynamic range and I bet you will be happy with the IQ.

Most people are pissed because some rumor last year said we would get three new full frame cameras from Canon this year and so far we have seen zero indication of that. Further, with Nikon replacing its D800 I think a lot of us are antsy for a new 5D that has a sensor that doesn't suck so hard in the dynamic range department.
For me PERSONALLY (hint hint subjective comments to follow - stop reading if easily offended), I will never buy nor do I have any need for a cropped sensor that takes away from the edge characteristics of my lenses, gives me less depth of field at a given realized focal length, and all with sh**ty little pixels that don't soak up light as quickly making it hard to handhold ANY shots at 1/focal length or even longer exposures than that that are easily attainable with a nice 20-ish megapixel camera. So this photokina was a complete bomb for me and an incredibly disappointing show. FOR ME - Remember this is subjective and my opinion. I know some of y'all are happy using these stupid APS-C sensors for birding. I just wish Canon would follow Nikon's lead and stop developing the things and focus only on FF sensors and whatever garbage they throw into rebels. #opinion
As for new sensor, I would say NO.
This is a quote right from Canons own description of the sensor inside the new 7D MkII.
"The EOS 7D Mark II has a newly designed 20.2 Megapixel sensor that delivers high-resolution image files with stunning detail and impressive clarity".
Now you do notice the precise choice of words, as in the "newly designed" sensor, as opposed to "all-new" sensor. Same old, same old with Canon I am afraid.
