A sensor is not a single entity but rather a group of, abet very tiny, components and technologies.

Car manufacturers can advertise their \"all-new 2015 Brandenburg Banshee\" even when it uses the same engine, transmission and drive train as last year\'s model.

I doubt if we will ever know exactly, from an in-depth engineering perspective, what components and technologies in the sensor are new to Canon, which ones were borrowed from the 70D or from other Canon cameras. Not that any of that really matters to us as photographers.

Does the 7D Mk II have Exmor-like high dynamic range at low-ISO\'s? If it did, I would think they would be advertising that. Is it exactly the same sensor as that in the 70D? Per Canon, no, it is not.
