Hi Dale, I didn't see anyone else answer this but I may have just missed their response. Yes, absolutely you can hand-hold this and isn't doesn't have to have VR/IS on. I don't know how the A7rii handles 3rd party lenses but if there is any issue / lack of clarity on the subject just switch them both off (lens and camera) and you should still be able to handle a 400mm easily. I've hand-held 600mm and over down to 1/50 or so with good Long Lens technique (Google it : breathing, stance and how to hold the lens) and maybe something to lean on, you should do just fine.
