This was all done with Lightroom. Cropped, tweaked a few sliders, added a couple of graduated filters and a bit of the adjustment brush. And, of course, shot with the trusty Voigtlander 58.

There is a very visible line on the houses, which is a dead giveaway that a hard ND was used (in this case, the LR ND filter). You could pull the shadow up to expose the houses evenly and then export to PS, make it a new layer, and then paste it on top of this layer.. then you'll have an even exposure

As it turns out the filter is set towards the middle of the houses in the foreground. I wasn't sure how I liked the darker roofs, but, in a quick A/B test, my better half pointed out that she liked the shadows as the sun was already fairly low in the sky. So here we are.
