Im sure he means the continuous rate and not the shutter speed. Hes putting the lens cap on just as you suggested in order to show the metering, even though the exposure is manual, is limiting continuous rate.

He is putting the lens cap on to demonstrate that even though the exposure is manually set, the metering of the camera is limiting the continuous rate based on available light. I think his point being the camera is not operating as fully manual.
If that is not what he is saying then I must be confused. Not sure how the situation would affect normal use but then who is to say what another persons normal use of the camera is He may need or want the full 8 fps in conditions where this feature might limit him.

Hes putting the lens cap on as an example of what hes explaining. Even though the camera is in manual, set to 1/8000 and whatever aperture, the metering of the camera, even though exposure is manual, is still sensing the lack of light and limiting the continuous rate.
Not sure where the confusion is coming in but this is what I got from the beginning of the thread. Maybe Im confused In a nutshell... the 7D metering will limit continuous rate depending on lighting, even when manual exposure is set. Not sure how much that would effect daily use though.
