Jae,
That was taken from the Brooklyn side near the Riverside Cafe. I think that area is now named "DUMBO"
Coming in from NJT, come over the Holland Tunnel and once in NYC side, follow the instructions to Downtown and Brooklyn. Look for the Brooklyn Bridge signs and and proceed over the bridge. Stay on the right, as you will be heading into the exit ramp. When you are at the exit ramp, stay the course on the right side, as the Left exit will take you into Cadman Plaza. Upon exiting out, stay within the line streetway, do not make that right turn, just go straight. You will see a left turn that will allow you to get onto the BQE Expressway, which IS not the way to. The water is directly ahead of you so just follow it directly there. As for parking, check the street signs and if in doubt there are parking facilities. Its safe there as many yuppies live in that area. If you have time, you can walk the bridge and capture the span with a good wide angle lens. Other good sights to see, is Grand Army Plaza (Civil War Arch monument) and the beginning of Brooklyn's version of Fifth Avenue. If you still have more time, visit the Greenwood Cemetery. Beautiful place, especially around this time of the year.
Good luck and have fun. I grew up in Brooklyn and know it quite well!
