Conrad, I can' say for sure from these photos as I can't see the feet and the plumage going down them plus I do not see any hackles and it is a really bright looking day. The head looks wrong but I am guessing its a very long try so I would say it could be But I think if you saw it fly you could see the hackels on the back of the neck. Here is a link where you can get a good look at the head of the golden. Bottom line yes i very well say it could be.

Thanks for your assistance Lou! I never got a look at the hackles or the feet as he was up high on a 300+ ft tower and never moved. I hope to try to find him again soon and hopefully get a better shot. Again thanks!

Dark morph Red-tailed Hawk. Bill is way too small for an Golden Eagle.

Tom

Hey, Conrad--Congratulations on the "first". Even shot on such a forbidding man-made perch, I bet you still got a big charge out of it. Most of my "firsts" have been dreadfully long "ID" shots, but it's still a gas to capture one for the very first time. BTW, I like your new avatar. :_....Mitch

Conrad, nice job on the find.

Can you crop a portrait shot from the first shot? Include the shoulders in the crop. It looks to me like the hackles Lou was describing start right above the birds right shoulder.
