I've been wondering this myself. After installing v.3.7, it seemed to me that the noise was very slightly better but since no mention of improved noise was in the release notes, I figured it was just my imagination.

It doesn't say it, but I think it works better. I have a 2 down to 1 on some of the luminance settings. The backgrounds seem smoother... I usually run 2 and 12 on the 2 sliders..

I've had to uninstall it from my pc, it kept crashing incessantly whenever I used the eyedropper to select a white balance. Shame as it looked good and rendered faster

No problems on Vista with DPP 3.7.x (I'm not at home so I don't know if it's ".1" or ".0"). I had an odd problem getting the program installed, but that turned out to be a software issue not related to Canon or Microsoft. Basically, the 'setup.exe' file was completely invisible on my computer, even when I searched using the dos prompt.
Turns out that I had some freeware junk on my computer that I installed to facilitate moving music from my IPod to my IPhone, which I later found out that I did not need. Anyway, when I uninstalled the freeware, I was then able to install the Canon software with no problem.

Similar situation here. Had to start over, and did a new copy, but alas, still a problem. I'm on an oc'ed rig, so I lowered the settings a bit, and seemed to work fine, so far. By chance you overclocked?
