I'm quite happy with my icore 7 setup; processes raw's very quickly. Don't know about the video; I do that on my macbook and even that works quite well.
It is always useful to upgrade your hardware. If you plan on doing any video, I would say it is an absolute must. 2GB of RAM is not much in today's world, even for stills.
Consider upgrading hardware, and moving to a 64-bit version of Windows so that you can add more than 3GB of RAM.
If you use PS or LR, you will be amazed at the 64-bit version of these apps. With plenty of RAM it is a whole new experience.
I'll second that! I'm using an I7 920 with 12 GB memory, Windows 7 64 bit and an ATI 4890 card which CS4 uses as part of its display functions. Smooth and fast!

All you need for 5D2 is lots of RAM, I upgrade my Vista to 64bit version and got more memory and now I am fine. I would say 4G RAM is minimum for Windows is what you need.
It always makes sense to upgrade... it's always fun anyway. Get Windows 7 when it is available and get tons of ram. Otherwise, if it's still too slow for your purposes, you can upgrade your MB and processor.

If you buy a computer from most retailers between now and October, you will get a Vista machine, but with a free upgrade to Win7 when it comes out.
