...and has better low light and high ISO capabilities than my current 40D but a quicker frame rate than a 5D2

How about the 1D Mark III? Used ones go for around the same price as a new 5D2...

How does the 1DMkIII perform with low light (dawn/dusk) with fast moving objects?

I wouldn't expect lower noise at high ISO in any 15mp crop camera. If you are looking for that, step up to full frame.

I can't think of a better Canon camera for that application, top of the line AF coupled with great high ISO performance.

Having been to South Africa on safari i can tell you that not much moves at speed at dawn or dusk.
