To me the flare in the photo underneath adds to the feeling of a really sunny & hot day without disturbing the scene...

Makten, That's probably it. I was using a singh ray vari-nd. I could not figure out why I was getting this type of flare. Thanks for the insight

Flat filters can produce ghosts and also can give you some awesome flare, the Leica 19mm Elmarit-R has a filter "turret" so you can select colored filters built into the lens. This was taken today with the orange filter then the white balance was fiddled with in PP.
