I bought the HP 2275 a few months back. IMO the only way it could be better is if it was the 2475. I don't know what the panels are on the nec's you list, but if they are pva or ips I don'r think you'd go wrong with anything you listed. It seems budget will be your choosing factor. Good luck.
The HP is absolutely gorgeous. Both, the Dell and HP, are among the best 24" professional monitors you can get for under $1,000. I prefer the HP, but you will find both quite pleasing.
I'm more interested in the NEC P221W...the Dell has not gotten very good reviews from a number of sources, including http://monitortest.blogspot.com/ By comparison, older NECs before the P series are reviewed about as highly as monitors can get for photo purposes...now if only someone would do a review of the P221 I'd be set!!
I should clarify about that in-depth review, as it does say in conclusion that the Dell is the best for its price range and for what you get, it just also says that it's not really completely adequate for photo work. The P221 is basically the same price, so that's why I want to see if there is indeed a new kid on the block for quality in this price range.

I would go with the HP 2475w. I use these at work and home - awesome. In my experience Dells always have pretty wide color variation (annoying with dual setups).

NEC 1990SXi has a 19 inch 18 ms S-IPS panel.

I watched a video on YouTube on the Dell 2209WA. Looks like a nice unit that gets lots of rave reviews, but it looks like s short wide panel. For size comparison;
Dell 2209WA is 14.24" H x 20.15"W x 7.25"D
LaCie 324 is 18.18"H x 22.16"W x 9.4"D.
Looks like more vertical working space in a 24" monitor?? Is that true?

The Dell and the HP are both wonderful monitors. The HP has a better panel (H-IPS compared to Dell's S-PVA). However, the image quality on both is absolutely gorgeous.
Another vote for the HP LP2475w. I have been running two of them since Dec and they are rock solid- you can find better monitors by spec, but I don't think you can do better in the quality to bang-for-the-buck department.
The input variety was a huge plus for me-
HDMI, DisplayPort, 2 DVI, *plus* component, S-video, and composite inputs.
Very, very handy in my office. Its nice to be able to use the upper monitor as an 1920p HDTV when necessary.
Dell 2209WA is nice(esp for the price). But ordering from them be ready to go through 2-3 replacements to get an acceptable one.
My first one had a dead pixel(not an issue for me) and a color shift from pink on the left to green on the right (I guess the same issue as ppl report for 24" HP on Amazon). Had to replace. The second one looks good. But still the brightness fades at the panel's edges\corners for about 1-2% according to the i1Dispaly2. I think i can leave with it and decided to keep it.
Overall it calibrates very well and the created profile at 6500K/ 2.2 / 120 has the most straight curves I've seen.
