This is a pretty arty looking shot. Looks like maybe some sort of sketch filter? I think I see an outline of a tree out the window. I'd like to see more contrast between the tree and the rest of the outside (if that really is a tree).

No tree and no filters to help create a special effect. Straightforward photography and conversion to B/W
As mentioned before this was a blizzard with windchill factor of minus 17 F. These special conditions created the effect. What you see in front of the window are snowflakes which were driven against the glass and stuck frozen to it at will.
Beyond it the snow whirling around and lit by two outside lamps, one on each side of the window which is the upper part of a door.. I couldn't resist the spectacle and had to take a shot at it. I used very long exposure (25sec) See exif info.
