I received and email from the Wyoming Dept. of Travel and Tourism asking if they could use one of my photos for the front cover of a magazine (Essentially America) that is targeted towards the European market and featuring Wyoming. No payment just photo credit.
Rod I have not been in this position before but my feelings are that they approached you for an image that is yours to promote their income to the State and they aren't offering you any $ back for that?? I am sure you are very proud of your offer as I would be too, I guess now the question is, was that their first offer or last offer
It seems to me if this image is that strong that it will be used as a marketing tool than you should be compensated in a manner that satisfies you. I bet there are many magazines and travel literature facilities that would like 'free' images. Do what is right for you, don't be too proud to ask back, who knows what you might receive and that is only fair to ask, right?
I have been in the same situation a number of times. If it is for a purpose that I believe is worthy of support, I do it. In many cases, these kinds of organizations are the ones doing the work to keep things around for us to photograph. Because of several bad experiences where my photos were used repeatedly without credit, I now make sure the photo-credit condition is repeatedly understood, and I require the organization to specifically send me both a signed paper letter and electronic version committing to the requirement of photo credits in all uses before I send them a high resolution copy of the image. I also require that any web posting of the image include my name as part of the image tag. Responsible organizations are glad to comply.
Maybe a better paalce to post this would be in the pro forum, as I Know that there is a very strong feeling that, as Karl alluded to- if the image is a wonder, than it should net "Fair-value".

Ive been in this position before.. I asked they included my WWW on the photo along with Credit to the owner, this will help advertise your site for free.
There are more important things in life than making a few bucks. It was my decision and choice to offer the photos for photo credit. We enjoy going to Wyoming a couple of times a year and that's enough payment for us.
many years ago something bad happened - don't want to go into details... - anyhow, I ended up doing a lot of interviews due to this. I only asked they would make a donation to either Guide Dogs of America's Sylmar chapter or the Los Angeles Fire Department "Widows & Orphans fund" no one did... They took my time & made a lot of many selling their programs all over the world. No more. On Friday I'm doing yet again an interview in regards to this specific accident. This time I'm making them pay me. They've offered to make donations - I said NO give me the money & I'll determine where it goes.
Don't give them anything for free. They have budgets - - make sure you get something out of it. Need not be much - just something - this just because every time they get something for free they expect that to continue....
Don't give in to their terms - - get something for it. Honor yes, but your effort is worth something.
