If this link works you should be able to find a nef file and a jpeg file.
These are of a very noisy picture I would like to improve.

You can crop it, frame it, sharpen it or anything you like with the exception of B+W.

I downloaded your image and took a look at it. It's not that noisey. Your biggest problem is camera shake. Your image is quite blurry due to it being shot at 1/45 with a 70mm Being a crop lens it makes it act like 100mm. You need to start having some pretty good hands to shoot like that.

On top of all that, your two main subjects are moving causing motion blur. Double wammy

Yes I noticed that too late.

My main subject is actually the girl shaking the guys hand on the right side by the 007 logo!
This is one of about 200 pictures not all of which have camera shake but, will require heavy post processing.
I am looking for the best solution to the noise, lack of definition and general point and shoot look to the picture.

i agree with j.curtis but then disagree. its not so much camera shake as it is motion bllur. stationary objects appear reasonable sharp. its the people moving that is distracting. i ran it through a freeware noiseware community, doesnt look half bad.

I have to admit, I did not really think anything could be recovered from a 6400 shot.

lots of artifacting on the above image, but with a raw file, that noiseware is pretty awesome. i understand if you buy a copy the custom profiles become available and it gets alot better. i dont shoot high iso often so i only use the free ware.

converted with acr, then noiseware-d (on full noise reduc) and photokit sharpened

No problem, Noiseware Community Edition is simple to use, and easy to run, the default settings will give very good results, simply by opening an image in it, and clicking go, then saving it.

I'll put the link up again NOISEWARE DOWNLOAD PAGE its the bottom one, give it a go it is quick and easy to use.
