I like the feel of the shot, but perhaps needs to be cleaned up a bit. For one, taking out the line of lights on the mid right. Either cropping or toning down the red in the sign above the arrestee. And finally a crop for the officer and possibly some blur on the background so that your subject is the center focus and not the scene behind him. Otherwise I like the "old school" feel of this shot.
The upper third of the image is pretty much wasted. Crop above the near policeman's head and you get something that concentrates our interest on the arrest without making it look like you aimed at the wrong place.
Just my two cents but I was wondering aloud to myself (I do that often my wife tells me) if perhaps cropping to just the arrested and the two police officers to the left would give an interesting head shot type shot?
