I like photos showing a child looking at something (or out a window). Given the unusual nature of the "underwater" setting, I think showing some underwater life is essential for this kind of shot to be strong. That said, when one sees a photo of a child looking out a home window, one can immediately imagine what they see (or feel it), as that is a shared experience we have all had.
