I have tried a new lab which claims to be above average (so more expensive), ok I gave it a try and sent a 30 spread sample album., I received it with the following:
- 7 spreads with a red dot very visible in the same position in those 7 spreads.
- a metallic spread with a few soft scratches.
- the photo cover made of a resin poorly glued in the corners to the covers.
So 25% of the spreads are defective.
I sent it back and said thanks for nothing, I am not even going to give them a second chance having seen their quality standards or control before sending albums to the client and not going to pay the bill obviosly.
I did and the local rep told me they were going to FIX the album by replacing the 7 defective spreads and the resin cover which always results as an old looking refurbished thing or at least always I have had to send an album for fixing to any lab.

I think you may be right, but this attitude just baffles me. A sample is your pitch -- it's your opportunity to earn new business. If anything, a sample needs to be best-foot-forward material, not "crap I scotch-taped together from surplus materials I found in the garage." Jeepers.
I think the OP's right not even to bother with communication. Even sending it back was going above and beyond. At least that way the vendor can see what made the prospective client reject them.
I mean seriously. If I order a sample from a vendor, and upon opening it up I don't have to wipe at least a little drool off my chin, I'm probably sticking with the vendors I currently use. Samples must be perfect, or they're a pointless expense whose only effect is to warn people never to patronize your business.
