Every iphone 4s I've tried (2) totally over exposes when using the built in flash. Am I doing something wrong or is that iphone flash worthless?

Update:
Store where I bought both phones installed an after market "cover" but forgot to first remove the factory plastic shield/film from the back of phone....which really messed up the flash..
Unpacked the phone completely and flash is now working
