I have some nice landscape pictures that would look great if I could make them look like watercolor prints. Is there a plug-in to Aperture or Photoshop that would help me make a picture look like it was an oil or watercolor painting?

Photoshop has the ability to create this effect natively. For example:

Just try "photoshop watercolor" or "photoshop oil painting", you'll get lots of hits. Have fun.

Thanks. One last question, if you don't mind. When I try to follow that tutorial and go to "Filter/Artistic/Cutout", Artistic is grayed out.

I started with a PSD file, so I'm a bit surprised by this. (I'd understand if I started with a JPG).

Any ideas?

Is your file 8 bit per channel or 16? Bit depth is probably your problem.

Yes, some (most) filters are not available for 16-bit files in Photoshop (CS3 at least). In fact, you can get more filters to work with a jpeg file (8 bit by definition) than you could with a 16-bit PSD or TIFF.
