I have some nice landscape pictures that would look great if I could make them look like watercolor prints. Is there a plug-in to Aperture or Photoshop that would help me make a picture look like it was an oil or watercolor painting?

Yes, some (most) filters are not available for 16-bit files in Photoshop (CS3 at least). In fact, you can get more filters to work with a jpeg file (8 bit by definition) than you could with a 16-bit PSD or TIFF.
