Judging from the position of the bus in the background, it would appear they are bursting out into the street also.

Good observation about the bus. 20+ years ago I saw no private cars on the streets- only trucks, buses and the occasional huge sedan carrying politicos. This street was a 4-lane road, but motorized traffic took only the middle two lanes. The outer two lanes were for pedestrians- plus of course the very wide sidewalks.
