I think I would go with Willett. I'm not 100% on that. Location, and either a shot showing wings or legs, and that would confirm ID. Others on here are more familiar with shorebirds can probably tell you for sure.

I think this bird is an Eastern Willet. Yes, a shot showing the legs would help with a positive ID. Thanks for sharing Ted.

With your updated info, I'd def say Willett. Although obviously the more experienced coastal folks have already confirmed that. Gr yellowlegs always has yellow legs
