I can't say how Canon does it, but a similar effect can be produced by using thick paint (as in viscous, not as in the depth of the layer) sprayed at low volume and low pressure to sparsely cover your subject with thick drops, allowed to dry, and then over-coated with regular/thin paint at normal volume and pressure for an overall coat that covers the subject completely, but allows the dried paint drops underneath to show through.
It's a variation of the "orange peel" paint texture.
