There are many programs that can add frames and labels to image files. Do a web search and you will find them. I use Photoshop Actions and Scripts. But not for posting images on the web. http://www.mouseprints.net/old/dpr/Examples
If you are referring to the frames on pictures which are posted here on FM; when you sign up to the upload service the options of frames becomes available and also the choice to include the Exif data.
