is the shift on the V2 now completely independent from the rotation of the lens? I seem to remember that was one of the improvements on the newer version of the 24mm ts-e ...

Yes, it moves around to quite a number of positions, but is not as flexible as a view camera. The 24 TSE II is an exceptionally good lens all around and well built.

The 17 is the same as far as that goes! You can also use the TC 1.4 with the TS-E lenses (unofficialy) though they report the aperture wrong (eg. f4 is really. 5.6, 5.6 is really f8 etc.). The 17 does a good job of playing 24 at f11!
