Before I send it back to photogenic (Minimum of $100 repair) I wondered if anyone else has run into this issue and whether it's common or easily fixable?
Tinkered with electronics hard about 20 years ago. Photo strobe electronics can be dangerous . . . the capacitor that flashes the strobe stores a punch (lethal in some cases). Send it back.

I'm no stranger to that though. I occasionally work on vacuum tube guitar amps that utilize 500v-600v capacitors.
