I've just purchased a Tokina 11-16 to use with my D7000 primarily for video work. But every now and then I use it for a few wedding images.
The thing simply does not focus with any AF mode or AF point (it tries to focus, but is incorrect every time!). In order to get any kind of accurate focus, I need to focus on an object about 3-4 feet in front of what I really need to focus on. Then it's one sharp lens!
None of the AF fine tune adjustments do anything positive.
ALL of my Nikon lenses work spot on with this D7000.
Interestingly when I throw the Tokina on my D700 FX body, zoom to 16mm, auto-focus and shoot the image is sharp.

It is not uncommon for a lens to AF accurately on one body and not on another. Each lens and body has an AF tolerance and they may or may not stack in a favorable way. The D7000 also has much smaller pixels than the D700, so the acceptable error at 100% view will be over one f-stops worth of difference. A few years ago I had the 12-24 Tokina and it did not focus very well either. It does sound like a lens issue though since AF is way off.
