Thanks! I think it has to be a tattoo. Newtown, the Sydney suburb where I've lived for 27 years, is hipster central so those of us without tattoos are in a minority. Even so, this is the most unusual tattoo I've seen in all that time. Here's a 100% crop...
I think she was trying to get photos of her friend/partner with the setting sun, which was very weakly shining through the clouds at that point. They walked a bit farther then turned around. About 30 minutes later, below was the scene looking west from that location, and only lasted a couple minutes:

Thanks for the additional info. I was curious what the shop with the Kodak sign was, since you don't see those very often any more. I had a nice virtual drive down King Street thanks to Google Streetview.
