Actually; no. The beauty of it that you can use it with ACR RAW files as presets (that's what I do) or LR, all in one package. Great software!
Couple examples; I tried to select film emulations close to the first, original image, but the selection and variations are far from few.

Hm, checked how it works. It should be possible to port it to another software (at least ast long as it allows control over HSL and custom curves). Plus I need to conver DCPs to ICC, will try if its possible.
What surely is possible (I tried it) is to use RawTherapee as developer along with DCPs. Then just finish TIFF in LR or ACR (users of PS CC have this easier as they can just add RAW layer). But as its not some in-depth tweak like VSCO, it should be possible to mimic finishing in something else.. will see.
