Sorry, mentioning it was a boat rental company would have been a good idea. Stole my customer who was waiting for me right off the launch.
Although I've had boats go missing too, however I don't think that was due to someone's bad business practices.

I think the best way to put it is this: Better to live in the Spirit of the Law, than the Letter of the Law. *technically* this guy is doing nothing wrong. but *ethically* it's an obvious smear in the face that this guy is adding all of your friends in an obvious attempt to get them to look at his photography, and use him instead. This guy is shady.
That being said, I think the best thing to do would be -block him,-make your friends list private, and-move on.
