I'm pretty sure they're not all like that.

I have the 24mm version of the same lens (a close focusing wide angle design originally from Enna Munchen) and it renders normally.

Maybe it has a reversed element (petzval mod)?

Regardless of the cause, I like playing with the effect. The blur effect decreases as the lens is stopped down, these are near wide open.
