There is flare and there is flare. If the origin is the clear area between successive frames, the source is a line source. In that case there are several possible mechanisms that may give rise to the observed effect. Reflections, optics producing a halo around each image point, or sensor bloom in case of a CCD sensor.

Thank you very much! The clouds were all converging on the horizon and I feared I'd miss that perfect light. Here is the window I hoped would stay open:

And then the sun finally popped out and I got about 10 minutes or less of fantastic light. I was able to get a few. Thanks again.
