Scanned the second roll but still not real happy. The negatives look great but something is missing in the conversion. I gave them a +1.0 EV bump, set the profile for lab standard and added a boost in exposure and contrast and still many of the scanned exposures just seem flat.

Metering is with a Sekonic 308x in incident mode. Next batch I'll try reducing the developmet time to eight minutes and make sure the fixer is fresh.

To me, only the first two look flat. I make my B&W scans pretty flat as a neutral starting point and then make adjustments to the jpeg or TIFF in post, either with curves or levels, and then use digital dodging and burning for specific adjustments. In curves I would apply a subtle luma S curve and adjust as needed (including adding control points and adjusting those to taste); if I use levels I bring in the black point and white point a little and then adjust the mid level to get the contrast I'm looking for.

A lab developed it. I had it developed at my local lab that uses a Fuji mini lab (the 1-hour photo type). I had it developed normally. No push or pull. I'm not sure this lab would do that anyway.
When I had the expired BW400CN developed which was also very expired I had it developed normally as well, but at a different lab that uses a dip and dunk machine. It turned out pretty good. I am open to any suggestions. T400CN is a C-41 film but you know that.
I like the C-41 B&W films as they can be scanned and iSRD works on them very well.
Ok, at least that rules out them trying to accommodate for your 'overexposure'.
When you have way expired film no matter what we think, it still is a bit of a guessing game! I think the results that you posted are pretty darn good - even though you had to post process them a bit - but what matters is the end result.
