I know there will be a lot of trial and error, but I'd like to use as little film as I can, so I'm reaching out. Does anyone have an idea of what shutter speed to start with, to accomplish what I mentioned in the title? -- Thanks

I'll have a stationary foreground object, and behind that, the car will be zooming by 6 or so feet away. The travel will be left to right. I'll be shooting at the car's side, pointed at the tires. No panning.

Shutter speed for the desired effect will also depend on focal length and/or distance (and what you mean by "slightly blur"). With a normal to wide lens, I would try between 1/60th and 1/8th.

It‘s metric based but a rule of thumb I learned somewhere years ago is that setting the shutter speed to match how fast the object is going will result in a pleasing blur or is at least a very good starting point.
So e.g. a car going 100km/h -> set shutter speed to 1/100
Person walking 4km/h -> 1/4
You’ll have to convert to mph yourself, I don’t deal with that madness
