I installed 1.3.1 on release date and have not had an issue with it. But to be fair I also wasn't affected by the bug it fixed from 1.3.0 because I don't use touch AF in that way. I did install 1.3.0 (and .1) pretty soon after release because I wanted to be able to map pre-capture on/off to a button, as I shoot wildlife and birds in flight often.
I think the bugs may have already shown up on 1.3.0, because this was a quick update after that version. Something showed up and they dealt with it quickly.

The general advice for those who are risk averse is: don't upgrade unless the new firmware either 1) fixes bugs that were affecting you, and/or 2) gives you new features you want.
With firmware now going well over 250MB (Sony's A7R 5 is 750MB!) for many of the high end models for the Big Brands, there is a high chance that new bugs will be introduced in every firmware. In most cases they're usually small, annoying things that only affect a small minority of people and don't brick the camera, but sometimes they can be severe.
No firmware is perfect. Ever read the patch notes? Most of the time they list specific bugs they fixed, or have a generic "security and stability improvement"--which is code for we fixed some bugs 99.9% of you didn't notice.
My R5 mkii was on 1.2.0 and was working well with it.
I had to send the camera to Canon and it came back with 1.3.0
Last weekend it locked up on me 6 times within an hour and I lost all the associated photo bursts each time.
Went back to the R1 for the rest of the time.
Hopefully 1.3.1 fixes the lock ups.
IIRC you can by fooling the system, e.g., pulling the card or something funky at the right moment. You can find a thread or someone can explain. I never did that, but it is a nasty practice.
The only freezes I get, on 1.2, and probably 1.1.1 before it, occasionally seem to occur when I've shot a sequence and immediately hit the review button to see an image. I'll get a black screen but the camera continues writing to the card until the buffer is clear. I think once or twice I've waited it out and it eventually recovered but usually I pull the battery to force reset it. Turning it off would probably be better as it should remember the current settings. When I pull the battery half the time it will turn on with camera settings (shutter, aperture, ISO, etc.) from the last time it was properly shut down.
Somewhere I read it was card related, but I can't pin it down as I frequently rotate through three brands of CFe cards and a couple brands/models of SD. The camera is always set to record to both cards.
