In NYC, we have "Staten Island Chuck", a large rodent, he may be a rat, for similar weather forecasting purposes. Allegedly, he is has a better record of predictions than Phil due to his ties to the mafia.

To coin a few proverbial cold weather phrases: "It has been cold as a witches txx!" and Antarctica called and "they want their weather back!"
I love cold but this 30 day spell has been a tad too much..we mellowed into the low 30's today. Then snow and back into the deep freeze!
