This typically happens after an injury during the antler growth period. It can be directly to the antler or as I've been told, it could be a result from a body injury on the opposite side. So in this little guys case, perhaps he was injured on the right side someplace.
Genetics sometime plays a roll, but I don't think a base deformation like he has is indicative. I could be wrong on that though.
