I think the best option in view of Eye focus precision is:
VR = Sport and link to focus point off.
Then all focus area scan be used.

Interesting thread which has found its way to other forums (I stumbled upon this via DPReview link) who have taken it onboard as a new feature that perhaps doesn't work as it should and that setting VR to Sports is a workaround.
IMO This might be a little hasty conclusion and given you only tested this on the Z 40mm f/2 (I don't recall you confirming other lenses) and another user (@bcaslis) using the Z 85 f.1.8 S for whom it worked just fine; we should really investigate the "Link VR to focus point" further. It's all well and good saying this feature is predominently for wider lenses but I haven't read any Nikon quotes stating this as you did with the VR Normal vs Sports comparison for which you wrote: "I looked up Sport VR versus Normal VR – seems Sport VR is fewer stops of IBIS in exchange for smoother image display."
Have you tested you're findings on other lenses by now? Perhaps some longer focal lenghts, older F-mount lenses or even specialty lenses like the 58mm f/1.4 G that's likely to produce unexpecte results
IMO it would be good to get confirmation from more photographers on this issue and to build a better picture of the amount of users affected vs those who don't seem to have any issue and to also record lenses/focal lenghts used, otherwise it's just a few peeops who've seem to be affected and some who say otherwise.

PS My Zf is a fairly new acquisition and I'm still in the getting to know it phase. Found this thread as I've been getting some below par results with various lenses. I mayhave a bad Zf copy but given that this feature is enabled by default (just checked my settings and it was on) I'm definitely keen and planning to conduct some test of my own when I get around to it.

I haven't systematically compared VR with focus point priority vs. regular VR but I haven't noticed any issues using the Zf with various lenses (20-135 f/1.8 primes, 24-70/2.8). I almost always use VR SPORT rather than NORMAL and the focus point VR has been on.

Sport VR isn't really a "workaround" on Nikon, it's simply the best mode for most situations despite the name. It prevents the composition from "jumping" and changing on you between focus and shutter release.

I also have issues with the focusing in my Nikon Zf with eye AF.
I have checked it with 85mm 1.2 and 50mm 1.2.
What I found - it is related to the time of photo taken.
When I do photo session on the sunset (without oversaturated background) when face and eyes are well illuminated - then focus is always accurate on eyes.
But if I make pictures with neutral light in the middle of the day when face is not highlighted - camera is very often focuses in front of eyes. For example, on the smart watches on the model's hand.
But when I do close portraits when eyes are large in the frame - even in the middle of the day focus is accurate. But if I do few steps back - focus misses again.
I will check how it will work with link VR to focus point = disabled tomorrow.
