This was shot coming back from a day trip to Austin, TX on Ford Street in downtown Llano Texas. I'm not sure what this was supposed to be, close beside it was the date "1919" written in the concrete. To tie up a horse maybe? Time to hit Google and find out I guess!

That would be my guess......there were several of them along the sidewalk, I just took a picture of this one, but there were lots of them. I did Google it last night but didn't find anything about it.
