First off, thank you!! I'm not only new to the forum, but also to photography in general. I snapped this with my Ricoh walking out of a store the other night as the cute little neon sign grabbed my attention. I'm posting my work for this very reason, to put myself out there and to improve, so I'm grateful for the feedback!! I'm have absolutely zero experience with editing, so this could be a great learning opportunity, thanks for the suggestion!

I am very poor at editing photos beyond the basics. And I mean THE BASICS.
Your post is fine! The neon sign is wonderful. The shadows presented by the rails compliments the sign. If you think that the window may impair a viewers instant
focus on the light, might I suggest an eraser tool, clone tool or , my most used Ps tool..the Content Aware Tool.
But it is your image. If you like, I like!

Dan, I found the Seinfeld episode on youtube and you are right. And the guy did take the plunge.
By the way, since I am doing a lot of street photography these days I went through my archives to label street images as such. I found a few more dog scenes, from different places around the world:
