Another or same short eared owl, it's mating season, but these are not its testicles, just its feet slightly untucked from its body. Most of the time the feet are tucked close

In re: are birds testicles visible? I would say no, the reason is because a rehabber who I was lucky enough to meet on their road trip had their eastern screech owl with them and they're not sure of the sex of it. Gotta blow hard....to clear the feathers to figure it out i guess....
