I found an on-line store, based in Salt Lake, who still doesn't charge tax nor shipping fees on purchases over $99 (I believe).

Sales tax is on retail sales, and the definition of retail is to the end user. The law does not make a distinction between new and used items, at least in my state, so tax must be collected on any sale of most tangible items and even some services. Shipping is taxable here as well if the items being shipped are taxable. In theory, the state could collect more in sales taxes on an item then it actually originally sold for if it gets resold often enough.
